WTL is available as part of Microsoft Platform SDK.
Microsoft provides separate installation package on http://msdn.microsoft.com/downloads/. From the left pane select �Visual Studio, Tools and Languages | Visual C++ | Windows Template Library WTL 3.1�) topic, (http://msdn.microsoft.com/msdn-files/027/001/586/wtl31.exe).
